Wildfire risk is hard to monitor continuously across large, high-risk areas. Today's approaches - satellites and aircraft - can be expensive, slow, or not localized enough for the people operating closest to the hotspots.
By the time smoke is visible from above, the window to act early has already closed. The communities closest to the fire get the least localized warning.
